A rather LARGE scandal is brewing inside the Hartford Police Department. One of their own is caught on tape having a drug fueled threesome . . . with two transgender prostitutes.

Hartford police say that the man in the video is not "officially" a police officer. But refused to elaborate on how, or why, he had an official Hartford police badge.

The transgenders were UPSET with the way the officer treated them, so they LEAKED the video. In the video you see the officer trying to give ORAL RELATIONS to one of the transgenders. They saying, "I hope no one finds out about this."

Later you see the officer appearing to sniff cocaine off of the hotel table.
