cellphone video https://kaotic.com/video/b4c900db_20240624233110_t Fort Wayne Police have released bodycam video from the officer who shot and killed Linzell Parhm Saturday night.Police say Parhm was a passenger in a red car pulled over for a traffic violation at John and Hurd streets at 10:31 p.m.The video, released as promised by Mayor Sharon Tucker after the family got to view it, starts as the officer approaches the car. Police say the officer observed a Draco AK pistol by Parhm's lap. He tells the driver and Parhm, "Hey there," and then immediately instructs Parhm to put his hands on the dash. "Don't reach around, you understand me?""Yes, sir." The video shows Parhm put both hands on the dash, before removing his left hand. "Keep your hands on the f***ing dash," the officer yells. "You reach down there again and I will shoot you motherf***er." Someone says, "That's crazy" as Parhm then puts both hands up. "Keep your hands on the dash, bro!" someone off camera says. "Keep 'em on the dash."The officer speaks into the radio. Parhm's shoulder visibly moves. The officer orders again, "Don't reach for that f***ing gun or I will shoot you, you motherf***er."Both hands go back on the dash but then his hand moves again. The officer tells a witness to stay back while Parhm moves his right arm again. The officer again yells at him to not reach for the gun and keep the hands on the dash.People standing around yell for Parhm to keep his hands up. After a brief pause, Parhm takes a hand off the dash again.The officer says, "Keep your hands ..." and then fires two shots at Parhm."Shots fired," the officer says into the radio.The edited video provided by police then switches to another officer's body camera, showing the officer still pointing his gun at the car. The video highlights the gun near the passenger's feet. In the video, department spokesman Sgt. Jeremy Webb says, "The officer, fearing for his life and safety, repeatedly ordered the passenger to keep his hands on the dash. The passenger was not complying and kept reaching for the gun after being told numerous times to keep his hands on the dash. The officer, realizing this is a life and death situation, calls for emergency backup and slightly shifts position to get a better suspect and the gun. Police say they rendered aid and he was taken to the hospital, where he later died. The driver was not hurt.The officer is on paid administrative leave and Indiana State Police are investigating, as is protocol in police action shootings.
