A Harris County grand jury decided not to indict two Rice University Police officers for an August 2013 incident in which 37-year old Ivan Waller was hit with batons during his arrest for stealing a "bait bike".

The jury concluded that the officers' conduct was not criminal, although the Harris County District Attorney said their decision was not an endorsement of the officers' actions. Waller pleaded guilty for theft in the incident and was sentenced to 15 days in jail.
