Toledo Police released a video Wednesday detailing an incident in a West Toledo neighborhood in which an officer exchanged gunfire with an armed man reportedly making suicidal and homicidal threats.

The video briefing, available in full in the video at the end of this story, includes body camera footage from the response along with 911 calls and a narrative from police. WARNING: The video may be hard for some viewers to watch. It contains strong language and the moment the suspect strips his clothing.

The incident happened on Kershaw, near Sylvania Avenue in West Toledo, on June 19. No one was injured shooting.

The armed man in the videos, now identified as Joshua Garner, 28, of Toledo, is facing a Felonious Assault charge for shooting at police while running away.

According to a press release from the Toledo Police Department, officers responded to the area near Kershaw and Charleston just before 2:30 p.m. for reports of a shirtless man waving a gun and making threats. After officers arrived, Garner ran away.

Police said that during the chase, Garner stopped in a driveway on Charlestown, held the gun to his head and began to fully undress. The footage shows the officer pleading with Garner not to hurt himself.

Garner ran away, then the officer fired numerous rounds at him. Garner fired multiple shots back at the officer. He eventually threw his gun and was taken into custody on Georgetown Ave.

The officer who fired his weapon was placed on administrative leave, per department policy. TPD said while the investigation is ongoing, the department will not be making judgments or conclusions about the officer’s conduct and whether he followed department policy or whether he was in compliance with the law.
