Newly released body camera footage shows a physical altercation between a Cuyahoga County Sheriff’s deputy and a motorist during a December 2023 traffic stop in downtown Cleveland.

Deputies stopped 46-year-old Kevin Kinds after he allegedly ran a red light. Footage shows the situation escalating quickly.

The deputy, identified as Sgt. Coyne, is seen issuing commands and using force against Kinds, including punching him while he was on the ground.

When other officers arrived and still couldn’t place Kinds in handcuffs, they tased him three times.

Sgt. Coyne reported that he feared for his safety, believing Kinds was resisting arrest and not complying with orders to show his hands.

Kinds was initially charged with resisting arrest, obstructing justice, and assault.

However, all charges were later dismissed, with his attorney arguing his rights had been violated.

The Cuyahoga County Sheriff’s Department tells 19 investigates’ they conducted a use-of-force review and found no law enforcement misconduct.
