A man was shot and killed by a police officer following a confrontation at a Westminster apartment complex in October. Newly released body-worn camera footage shows the entirety of the incident.A Westminster police officer — referred to as Officer Phelps — responded to a disturbance at the Skyview Apartments at west 116th Avenue and Navajo Street around 8 p.m. on Oct. 1. A man was reportedly throwing things off a balcony. Upon arrival, Phelps found several residents attempting to hold down a screaming man, according to the bodycam footage released by the Westminster Police Department on Wednesday.A resident in the parking lot said the suspect was "screaming and hitting the walls." Three other men can be seen holding the man down.During the struggle, the man pulled a gun from his pocket. Phelps deployed a taser, striking the man. Phelps yelled for the man to drop the weapon while another resident attempted to wrestle the gun from his hands.The officer yelled for the resident to move away from the man. The man then pointed the gun at the resident, according to the video. Phelps fired one shot into the man's torso. The resident took the suspect's gun and tossed it to the side.Officers attempted life-saving measures on the victim while paramedics arrived. He was taken to a nearby hospital, where he later died from his injuries, according to a news release from the department.
