Some residents of Sunland Park, New Mexico say they’re shocked after the city released video showing former Chief of Police Javier Guerra grabbing a man in custody around the neck.

"I thought it was definitely unnecessary being that the guy was already detained and he was already inside,” said one man who preferred to remain anonymous.

The man's body appears to lift off the bench in the video while Guerra is seen holding him by the neck against the wall.

The incident took place on March 17 and Guerra was placed on administrative leave shortly after, according to the city.
