The Rochester Police Department released body camera video Tuesday of a traffic stop that prompted the driver to claim he was a victim of police brutality.Police said officers spotted a car with an expired inspection sticker May 7 on Morrill Street, then saw it turn onto Remington Street and Dale Street without signaling.They said the driver, Marvin Taylor, 22, didn't immediately stop when they tried to pull him over.The video shows officers telling Taylor several times to roll down the back windows due to the car's dark tint.Police said Taylor refused to comply and rolled the windows back up, prompting the officers to break the windows and pull him out of the car.Taylor was ticketed for obstruction of governmental administration, failure to give appropriate turn signal and operating a motor vehicle without a valid inspection certificate.Save Rochester calls Taylor a victim of racist police misconduct. 13WHAM has reached out to Taylor, who recorded the incident on his phone, for comment.Police are conducting an internal investigation."Situations, like these, in which a motorist refuses a reasonable direction to lower the windows creates an unsafe situation for everyone involved," Chief David Smith said in a statement. "Cooperation from the motorist would easily have prevented this incident from escalating.”
