The state Office of the Inspector General on Wednesday identified a North Airline Road man killed in a police-involved shooting and released officer body camera video as part of a preliminary report on the Monday incident.

The man was identified as 62-year-old Donald Passmore, according to the report.

Police responded at about 2:37 a.m. Monday to 132 N. Airline Road after receiving a 911 call from a woman stating her boyfriend had shot himself in the face, according to the report.

On arrival, Officers Gordon McCaskill and Robert Bellucci spoke with a female witness who stated that her boyfriend Passmore shot himself in their bedroom.

Officers entered the house, announced they were police officers and asked, “Where’s the gun?”

According to the report, Passmore spoke to them from the bedroom, and they proceeded to the bedroom door where Passmore was lying on the bed.

The officers spoke to Passmore for nine minutes and asked Passmore to place his hands in the air and instructed him several times not to touch his gun, the report stated.

At 2:54 a.m. officers said “don’t touch the gun!” and “put your right hand up!”

At this point a total of about 10 rounds were fired at Passmore.

Officers located a .22 caliber revolver on the bed.

Wallingford Police Department personnel rendered medical assistance until emergency medical services arrived.

Passmore was transported to MidState Medical Center in Meriden where he was pronounced dead at 3:37 a.m.

The Office of the Chief Medical Examiner determined the cause of death to be gunshot wounds to the torso and the manner of death a homicide.

The office of the Inspector General, Department of Emergency Services and Public Protection, Connecticut State Police Eastern District Major Crime squad and the Wallingford Police Department are conducting the investigation.

According to a Wallingford police spokesman, the two officers are on administrative leave, as is protocol, while the investigation continues.
