On 4/13/22, Officer Treadwell of the Phoenix Unit, received an alert to a stolen vehicle traveling near the location of 1892 Howell Mill Rd. Officer Treadwell immediately notified APD ground units of the vehicle’s current location. ACE units received the notification from officer Treadwell and immediately began to investigate and canvass the area. A short time later, ACE units, along with Zone 5 FIT Teams observed the vehicle unattended at a gas station. As units, closed in the vehicle, they observed a male walking towards the driver’s side vehicle. Units immediately gave verbal commands for the male to get on the ground. The male was later identified as Melvin Winn (DOB 11/91).Officers would also recover the key to the stolen vehicle in Winn’s front right pocket. Mr. Winn was arrested for auto-theft. During the search of the stolen Chevy Trax, officers recovered a small amount of narcotics and a firearm.Officers also recovered 5 cell phones and a laptop in the rear of the vehicle. The vehicle in question was confirmed to be stolen out of Gwinnett County. Mr. Winn also had an active warrant out of Stockbridge for an FTA for possession of cocaine. Mr. Winn was ultimately charged with theft by receiving, possession of meth, possession of marijuana (less than 1 oz), possession of a firearm by a convicted felon and possession of a firearm during the commission of a felony. He was transported to the Fulton County Jail.
