The man had crutches and was walking around the street stumbling and falling all the time, like he was high on something, according to witnesses. They also said he had a gun and was threatening to fire it.

When the police arrived, the man tried to raise his arm - probably in an attempt to shoot it skywards - and that's when the cops shot him 3 times. He was taken to a hospital and his current condition is unknown.
