According to the Winnebago State's Attorney Office around 12:11 a.m., a tenant in a Rockford apartment called 911 to report hearing a neighbor in another apartment saying phrases like "help me" and "kill me" repeatedly.When the officers arrived on the scene, they called the landlord to get into the common area stairwell, as they could not get into the building right away.Once officers got into the apartment, they found Patrick Kirby at the door with a knife and boxcutter in his hands. Officers told Kirby to drop the weapons, but instead he refused and came towards the officers.As he came towards them, Officer Michael Rhein fired three rounds at Kirby.Medical attention was provided to Kirby at the scene but he died a short while later.After the incident, the Winnebago Boone County Integrity Task Force arrived on scene and took over the officer involved shooting investigation.The investigation is ongoing as witnesses continue to be interviewed, records reviewed, and forensic evidence analyzed.
