From this pov and what happens here on Brazil every day: The idiot throwing rocks is a homeless (probably drunk/addicted to crack) or a hobo who offer himself to "guard" your car when you park in a public space, in exchange you may give him a few coins so he can buy more booze/drugs or whatever he wants. But the car owner is not obliged to pay nothing to him, since this is a public free parking space and this kind of transaction is considered as a form of extortion (like: "hey man, you give money and I don't scratch your car!").

So this video is a simple example of what happens here everyday, assholes beg for money and good people suffer the consequences if they don't pay.
