The officer, who was not identified but works for the Port St. Lucie Police Department, said he noticed 19-year-old Dylan Morgan's vehicle when he was on patrol.

In an arrest report, the officer noted that Morgan's car had a tinted windshield, loud muffler, and tinted taillights.

The officer said he pulled Morgan over and noticed a strong scent of marijuana coming from inside the car and saw a black bag on his lap.

After checking Morgan's driver's license, the officer asked him about the smell of marijuana.

Morgan denied having a medical marijuana card and any weed in his car.

According to the arrest report, the officer noticed Morgan was nervous and assured him that there was nothing to be worried about.

Morgan then handed the officer the black bag and the officer saw a couple grams of marijuana inside.

The officer then told Morgan to step out of the car.

In the footage, the suspect is seen starting his car and speeding away.

The officer said he tried to pull Morgan out of the car but was dragged about 15 feet before he jumped out to avoid further injury, as the officer said he hurt his left foot and left hip. The officer had to be taken to the hospital for further evaluation.

Footage shows police officers attempting to chase Morgan but lost sight of him. Officers said he returned to the scene and was taken into custody.

Morgan was charged with possession of marijuana under 20 grams, resisting with violence, and aggravated battery. He was also cited for his tinted windshield and taillights, as well as an altered exhaust.
