Body camera footage and 911 audio released by the Richardson police department last week shows a man suspected of domestic violence wielding a knife and ignoring commands prior to an officer shooting and killing him.

According to a department news release, Richardson police were called at about 4:10 a.m. Aug. 25 to the 1500 block of Fair Oaks Drive after a woman reported to 911 she was assaulted by her boyfriend. In a video released by the department, the woman told the dispatcher that her boyfriend was drunk and hit her.

The woman tells the dispatcher she kicked him out of the house but he came back with a baseball bat and began breaking windows to the house.

The video then switched to dash and body camera footage of responding officers. The body camera footage shows an officer walk up the house and run to the backyard, where music and the sounds of someone in distress can be heard. As the officer enters the backyard, the man can be seen holding a kitchen knife through a window in the garage.

The officer identifies herself as police and orders the man to come outside. The woman comes out and the officer tells her to move into the alley. The man then comes outside as the officer orders him to show his hands and drop the knife.

The man keeps his hands by his side and ignores the officers commands as he walks toward a truck parked in the home’s driveway, which is also in the same direction of the woman. He is holding the knife as he walks to the open driver side door of the truck and brings the arm holding the knife up just before the officer fires a single shot.

Richardson police said the man wielded the knife in a “threatening manner.” The release said the man was hit in the upper body.

After the man is shot, the two responding officers command him to stop moving and not get up as the man picks the knife back up and looks at the officers. Police said after medical personnel arrived, the man was taken to the hospital and pronounced dead.

Police identified the man as 37-year-old Emmanuel Blanco Cruz. Police did not name the officer, but said she has been with the department for two years and will be placed on leave.
