On Sunday, January 28, just after 6 p.m., a deputy concluding his shift in Palm Coast’s P section conducted a traffic stop after a vehicle that was weaving in and out of traffic, struck a mailbox.While making the traffic stop, the driver of the vehicle, later identified as Stephen MacNeil of Palm Coast, began to have a medical episode, drifting in and out of consciousness. Deputies administered Narcan and began life saving measures until relieved by emergency medical personnel from Flagler County Fire Rescue.After regaining consciousness, MacNeil refused additional medical treatment and told deputies that he had purchased Heroin in Daytona and that some was still in his vehicle inside a cigarette pack. Deputies located the pack of cigarettes and inside the clear plastic packaging found 2.2 grams of a whitish-blue powdery substance that tested positive for fentanyl.After performing a series of field sobriety tests, it was determined that MacNeil had been driving under the influence of narcotics. He was transported to the Sheriff Perry Hall Inmate Detention Facility for Driving Under the Influence, Leaving Scene of a Crash Involving Damage to Property, and Possession of Fentanyl. He is currently being held on $1,500 bond.
